| Since times immemorial man has been trying to dominate and rule over his contemporaries, being the slave of his animal instinct. Man has made huge strides in material progress incredibly but remains unable to contain this animal instinct. History of human civilization is a clear manifestation of man’s cruelties shamelessly unleashed on one’s fellow beings.
The cruel activities of Indian intelligence agency, Research and Analysis Wing (RAW), is a story of such selfishness that has jeopardized the stability of South Asian region.
RAW has been found to be involved in promoting destructive activities in the neighbouring regions.
Raw was set up in 1963 after the failure of Intelligence Bureau (IB).
The IB was a very important agency before the outbreak of Indo-China War. After the defeat of Indian army in this war Indian military strategists came to the conclusion, reckoning upon the causes of defeat, that the IB had miserably failed in every field.
The report was presented to the then Indian Prime Minister, Mr. Jawaharlal Nehru, who immediately ordered to establish a separate intelligence agency for gathering military intelligence information.
At the initial stages RAW was considered a part of IB but in 1968 the former was made a completely autonomous agency. It works directly under the Prime Minister of India.
The dilemma with most of the intelligence agencies of the world is that they are set up to work for the governments of a particular country and toe their line but after some time they develop their own secret agenda.
Indira Gandhi, in the late 1970’s gave RAW a more dynamic role.
On the orders of Mrs. Gandhi, a powerful organ within the organisation was created which had to undertake clandestine operations in neighbouring countries.
With the passage of time RAW has assumed so much powers that it has become more fearsome agency than many other intelligence agencies of the world like CIA, Mossad, KGB etc.
RAW enjoys excessive powers in supervising various activities in India.
It has also its role in the formulation of India’s external policies towards its neighbours.
The Hindu extremist groups such as Rashtria Sawayamsevak Sankh (RSS), Shiv Sena (SS), Bajrang Dal (BD) etc. enjoy the complete backing of RAW.
It needs to be countered as these groups not only engender much hatred for India in other countries but are also a great threat to existence of Indian federation.
It will not be wrong to say that in the present ignominious situation of South Asia, where various elements are fighting secret and bloody wars against one another, India’s RAW has a major hand.
Over the years RAW has become an effective instrument of India’s national power.
One of its important goals is to turn India into a regional power even at the expense of neighbouring countries sovereignty.
In order to fulfill its various objectives RAW adopts various techniques like inciting secessionist movements, creating instability and weakening the target countries. It has been given a virtual carte blanche to get involved in such subversive activities.
The agency has an excessive network of rogue elements as its agents who work in various countries to further its interests. It has engaged in espionage against other countries.
The publication of the Jain Commission Report for the Indian government has confirmed this fact that the Indian intelligence service RAW has been fomenting destabilization within other South Asian states.
RAW’s espionage doctrine is also based on the principle of waging a continuous series of battles of intrigues and secret wars. It is also responsible for indulging in disseminating disinformation campaigns and launching bogus websites for the purpose of dodging people.
Nowadays RAW’s role has become a matter of controversy in the wake of its notorious role in Afghanistan. A US report has confirmed that the Indian intelligence agency RAW has been creating trouble for NATO in Afghanistan to malign Pakistan by supporting and funding terrorists.
Another noteworthy factor is that the Muslims which form a substantial portion of Indian population are mostly not recruited in RAW and their presentation in it is very minimal.
In 2006 the Indian magazine ‘Outlook’ reported that although India has Muslim minority numbering about 150 million, there was not even one single high level Muslim officer in RAW.
The very few officers who work in RAW are mostly field officers and are not told about its secret activities. Many senior officers of RAW have also questioned the sanity of this trend.
A. S. Dulat, a former RAW chief, has remarked that appointment of Muslims is not only necessary but also critical.
From its inception RAW has been criticised on the grounds that it is not answerable to parliament of India which truly represents the wishes of Indian people.
So Research and Analysis Wing (RAW) is indulging in activities which might not be subscribed by the people of India.
The average citizen may not even be aware of real purposes or goals of RAW and even that of IB.
The main source of alienation and hate between Indian and Pakistani people remains the barbaric activities of RAW.
Research and Analysis Wing (RAW) over the years has remained very successful in achieving its goals.
It has very effectively weakened the target states, thanks also to the weaknesses of state apparatus of those nations and the failure of their leaders.
RAW’s dirty role is a very awkward spot on the name of India’s secularism which needs to be wiped out.
Today in this modern globalized world moral authority of a state is very necessary to have a good relationship with other states, especially neighbouring ones.
Whether the Indian government can have that moral authority, in the presence of RAW in its present form, is a point I leave for Indian leaders to dwell upon.
