Afghan refugees' properties in KP

According to a press report the Khyber Pakhtunkhwa government has decided to confiscate the movable and immovable properties of Afghan refugees living in this province.
As far as I know, those entire Afghan refugees who own properties in their name, are in possession of valid National Identity Cards issued to them by the Government of Pakistan; either in recognition of their services to the ISI during Afghan Jihad or those who have valid NTN registration with the FBR.
Therefore, it would be unfair and illegal to confiscate the properties of such Afghan refugees.
