Good governance

The democracy will cease to exist when you come in power with unfair means i.e. bogus/fake votes; when you take away from those who are willing to work and give away to those who would not, how to ensure sustainability. Democracy shall deliver good governance. What the sum of good governance should be?
A wise and frugal government shall restrain men from injuring one another. Shall not take from the mouth of poor masses the bread one has earned, shall give good governance clean of corruption, shall leave the institution to work free of unfair intervention and could protect Jaan-o-Maal (life and property) of citizens from enemies. Uphold justice.
