Is SSP Larkana too good to be true?

A very good news came out of Larkana: The SSP there, Javed Jiskani, has put a sub-inspector, a head constable and a constable in lockup on the charges of being in cahoots with the criminals there in crimes such as kidnappings and murders. Who would have thought that there could be such an honest senior police officer in this day and age and of all places in Sindh who would put officials of his own department behind bars for cooperating with criminals.
For the young and romantic people who have high hopes for their future and think that corruption can be weeded out of Pakistan and that this nation can become great, this definitely is good news. But as they say, if it is too good to be true, it probably is.
In my young age, I used to read such news with joy and hope for a better country too. And even now, I don't totally reject the notion of an upright police official but the way things are in general in the country and particularly in Sindh, having an honest police constable is not probability, an honest senior official can be not less rare than a miracle. Things have to come a point that even if a police official wants to work honestly, he cannot or is not allowed to be so by his colleagues and seniors. An honest police official or any government official for that matter becomes a clog in the well-oiled bribe machine. An honest official will not only close the doors of dishonest money on himself but also his colleagues and his seniors.
The reason being that what he and others collect have to be shared and the share must also go to the top.
If you are young and have no experience of the world, you can believe, that the thousands of brothels, gambling drug dens are not located in labyrinths, nor are these places of crime established in boats which can change places in rivers, these are in cities, towns, even in villages and they have addresses and people come and go out of these places, letters are received and posted from these addresses. Even the local postman knows what is happening in these places. The whole city, town and village knows but the police whose job it is to know and destroy such places and bring those running these dens before the law are ignorant. The constable, the head constable, the sub-inspector, the full inspector, the SHO, the DSP, the SP, the SSP and you can go right to the top and all of them have been professing ignorance of such places and swear that they have cleared their respective areas of such criminal elements. Sounds unbelievable! Then don't believe it, for these places exist and no one, for the most part, touches them and these centres of crimes are not just there but thriving.
So now we have two maxims working: a) If it is too good to be true, it probably is and b) if it is unbelievable, you don't have to believe it.
I am not saying that SSP Javed Jiskani of Larkana put the police officials under lockup for any other reason than what he has charged them with. But it has happened so many times that some junior officials go out of hand and start to either set aside for themselves the bribe money they collect from these dens or even establish their own crime centres and then don't charge batha from these criminal joints and that becomes a bone of contention among the staff of their respective police stations and even their senior officers.
As I say, I don't reject outright the charges of SSP Larkana Javed Jiskani under which he has put these officials under lockup, but I would be very confused, if on the one hand he is so strict against crime and criminals that he will take extreme action even against his own men, and on the other hand, the drug pushers, the bootleggers, gambling dens are doing thriving business in the open and in the month of Ramazan in the whole of Larkana; and, also, when men having serious criminal charges against them in the police stations in his jurisdiction, are moving around freely and without any apprehension of being arrested. It just doesn't add up.
Let us hope, my doubts are all wrong and product of a cynical mind, and for once Larkana has an SSP who will free the district from crimes and criminals. Let us hope the miracle has happened.
